加強制度保障，確保走向長遠。推進城鄉一體化的長遠保障是制度建設。要圍繞講秩序和可持續，讓國家在有限政府框架內辦事，在完善和創新公共管理服務上有所突破，從加強基本制度建設入手，科學合理地確定深化農村土地集體所有制和城鎮土地國有制改革的方向，合理引入條件，明確界定和保護勞動者在制度中的產權，實行有保留、有取消、有修改相結合，建立內在邏輯一致的完整制度框架，激發各種勞動者在農村土地和城鎮土地上的生產積極性，建立良好穩定的社會秩序和社會結構。建立完善國家推進城鄉發展一體化工作領導機構，加強統籌協調，建立日常工作機制，組織在法律授權下開展改革試點和推進全面工作。深化國家行政管理體制改革，將政府工作權力明確界定為有條件的權力，并公開這些條件，將政府工作職責明確界定為有限責任，并進行責任分解，推進建立政府權力清單和責任清單。借鑒日本經驗，制定和完善專門法案，有計劃有步驟地統籌推進國土綜合開發，注重開發和地區綜合發展，推動大型項目建設，創造良好生態環境，建設宜居綜合環境，構建交流網絡和多級分散國土框架，推進多種主體參與開發和地區合作，保障國土開發可持續發展。

Integrated Development of Urban and Rural Areas: National Strategy Oriented to the Future

Abstract: The integration of urban and rural areas has distinct Chinese characteristics and important strategic significance, and produces an effect on the future of China's economic development. The initial stage of the integration of urban and rural areas is to speed up the new-type urbanization and the building of a new countryside, while the advanced stage is to improve social mobility, especially for the poor to enter into the city and the rich to go to the countryside, so as to establish a good social order and social structure that meets the new requirements of the changing times. The Chinese government attaches great importance to promoting the integration of urban and rural areas. At present, the integration of urban and rural areas in China is still in its primary stage, and needs to solve problems concerning the standard, theory, methodology and social security. As the Thirteenth Five-Year Plan period is the important timing for China to further promote the integration of urban and rural areas, this article suggests stressing planning and guiding, and setting clear development standards; promoting the market, and establishing good mechanisms; improving the government, and providing support services; intensifying institutional guarantee, and ensuring long-term effect.
